that there should be an arrangement whereby the
sum of £100, 00 originally stipulated for flood
relief could be increased as necessity arose.
ir R. Craigie on both occasions gave the reasons
for the inability of His Majesty's Government to
agree to this, but was unable to shake the
attitude of the Ministers.
Police matters.
Early in August provisional agreement on
police matters was reached ad referendum as a
result of discussions at Tokyo. His Majesty's
Government put forward certain amendments, which
however His Majesty's mbassador at Tokyo was
